Strategi Pemerintah Daerah dalam Pengembangan Inovasi Perikanan

Abstract

The fisheries sector has a role and potential as the main driver of Indonesia's national economy. Innovation is the key to success in increasing competitiveness (Barney, 2002; Molina Castillo and Munuera-Aleman 2009; Shapiro, 2002; Rogers, 2003). This study aims to analyze regional innovation in fisheries as a strategy for quality change implemented in three districts, namely Central Bangka Regency, East Belitung Regency and Banggai Regency. In this study, the authors used qualitative research methods. The population in this study are districts that have made innovations in their regions, while the samples in this study are innovations carried out by Central Bangka Regency, East Belitung Regency, and Banggai Regency which have objectives in the field of fisheries as a strategy for quality change.

The result of this research is that POKARI's innovation has had a real positive impact on the sustainability of fish farming. The result of this innovation is in the form of artificial feed, both in the form of floating (floating feed) and sinking (sinking feed). With the Profit and Safe with Mangrove (UMANG) program in the coastal village of East Belitung Regency, it can be seen that this program has made a breakthrough in increasing the knowledge and skills of coastal communities, especially fishermen's wives who previously did not have productive activities to help the family economy become productive by utilizing potential resources. And with the Banggai Exporting innovation carried out by Banggai Regency, the implementation of the first export of fishery products carried out in an integrated manner between sectors (fisheries, trade, transportation, labor, and the private sector) is an important momentum to increase the quality and empowerment of fishery production in Banggai Regency. competitiveness so that the fishery exports of Banggai Regency will continue to increase.
